This
paper is an interim report of the Transportation Policy Committees
study on the development of traffic infrastructures
using private initiatives which it has been implementing
since FY1998. It especially focuses on the application of
private finance initiatives (PFI: provision of social overhead
capital by private sector initiatives for funding and technical
aspects of public works) that is gaining widespread attention.
In the report, the committee points out that the following
three points are necessary for the introduction of PFI: (i)
the establishment of a unified calculation method for VFM
(value for money) and PSC (public sector comparator); (ii)
securing an equal footing between the public and private sectors
by supporting PFI projects; and (iii) clarification of responses
to legal issues. It also calls attention to the development
of airports, toll roads, and ports and harbors when considering
the application of PFI to transportation infrastructures. |
