Realizing an Entrepreneurial Society
—Entrepreneurship and Venture Businesses as Keys to Economic Recovery—

National Forum on Entrepreneurship and Venture Business
 
For over two years, the National Forum on Entrepreneurship and Venture Business has been working closely with people representing various strata of society in launching wide-ranging activities throughout Japan to create an environment and mentality for nurturing active entrepreneurs. The results of these activities are presented in the following proposal.

Urgent Proposal
The current economic situation presses for a mechanism to generate technologically advanced and high value-added venture businesses that can help revive the economy. In response to this need, the forum identifies three areas that require urgent attention.
 
1. Higher budget priority should be placed on areas related to the research, development, operation, and growth of advanced technologies that are expected to support the Japanese economy in the future. Also, thorough reexaminations of government budget allocation methods and current restrictions placed on obtaining patents for inventions are necessary.
   
2. Some venture businesses, despite their excellent technology, are confronting a crisis caused by the withdrawal of funds by financial institutions and curtailment of venture capital investment. A scheme to provide risk money to such venture businesses should be promptly devised.
   
3. To ensure that angel capital is efficiently provided to venture businesses having superior technology, sweeping improvements need to be made in regard to angel investments and taxation systems for venture business assistance.
